Nope, not even close. I saw a bike thief at work in Old Town, Sac. last week. In about 20 seconds, with a short handled pair of bolt cutters he pulled out of a backpack, he had almost entirely hacked through an armored cable. Cable locks are pretty much useless against real bike thieves.
Oh, btw, the thief got found out by the owner who put a set of lumps on him, and the bike didn't get stolen. There wasn't a single cop in Old Town to found.
